- Preheat oven to 350°F and line a 9x13-inch baking pan with parchment paper.
- Cream together the brown sugar and softened butter in a large bowl until light and fluffy.
- Beat in the eggs one at a time, then stir in the vanilla extract.
- Whisk together flour, baking soda, cinnamon, and salt in a separate bowl.
- Gradually add dry ingredients to the wet mixture until just combined.
- Fold in the rolled oats and raisins.
- Press the dough evenly into the prepared pan.
- Bake for 25-30 minutes until edges are golden brown and a toothpick comes out clean.
- Cool the bars completely in the pan on a wire rack.
- Whisk powdered sugar, milk, and vanilla in a small bowl to create the glaze.
- Lift bars out using parchment overhang and drizzle evenly with the glaze.
- Cut into 12 bars once the glaze has set.
