- Preheat oven to 350°F (175°C) and line an 8x8 inch baking pan with parchment paper.
- Whisk together granulated sugar, brown sugar, and vegetable oil in a large bowl until smooth.
- Add eggs one at a time, whisking well after each addition until the mixture is thick.
- Stir in the vanilla extract.
- Sift the flour, cocoa powder, baking powder, and salt into a separate bowl.
- Gradually fold the dry ingredients into the wet mixture until just combined.
- Gently fold in the chocolate chips.
- Pour the batter into the prepared pan and smooth the surface.
- Bake for 25-30 minutes, or until a toothpick comes out with moist crumbs.
- Cool completely for at least 1 hour before lifting with parchment and cutting into 16 squares.
